Position: Coordinated Entry Data Analyst and Administrator

Location: Sonoma County, including in-person work

Reports to: Coordinated Entry Director

Status: Full Time, Exempt

Compensation: $68.5K


ROLE SUMMARY:

HomeFirst was recently selected to serve as Coordinated Entry Operator in Sonoma County. In partnership with the service provider community and the local Continuum of Care (CoC), HomeFirst will play a critical role in ending homelessness in Sonoma County.


Along with the Coordinated Entry Director and Coordinated Entry Manager, the Coordinated Entry Data Analyst and Administrator support the day-to-day processes of the Sonoma County Coordinated Entry System (CES). They are responsible for the data functions required of the CES Operator, including management of the By-Name-List in the Homeless Management Information System (HMIS), and generating referrals to housing providers in alignment with correct eligibility. They are accountable for data quality within the CES program in HMIS, accurate eligibility review and data reporting, and making timely referrals within the system.


QUALIFICATIONS:

Knowledge and Experience

  • People with lived experience encouraged to apply
  • Experience with data visualization or presentation
  • Experience with software databases required, HMIS or Electronic Health Record is highly desirable
  • Experience using SPSS or similar social service analytical software preferred
  • Preferred, not required: Bachelor’s degree in statistics, economics, computer science, or related field OR social work, sociology, psychology, or related human services field
  • Experience working in homeless services or related human services fields preferred
  • Fluent in Microsoft Office suite, with particular emphasis on Excel
  • Valid CA driver’s license and insurance and reliable transportation

DUTIES/RESPONSIBILITIES:

Referrals, Data Reporting and Data Quality

  • Maintains the CES By-Name-List; performs data entry, cleaning, and validation.
  • Completes CES housing referrals through HMIS and by communicating directly with providers; in conjunction with Coordinated Entry Manager, facilitates warm handoffs between assessors and housing providers.
  • Identifies barriers to referral process and notifies Coordinated Entry Manager and Director for support.
  • Proactively maintains a knowledge base of housing provider eligibility criteria.
  • Completes referrals in accordance with housing provider eligibility requirements.
  • Supports the Director in the preparation, analysis, and presentation of data requests and reports that summarize results for a wide range of audiences, including agency and CoC leadership, service providers, clients, advocates, and/or community representatives.
  • Reviews access partners’ data entry for accuracy, and alongside Coordinated Entry Manager, provides notification and education when data quality improvements are required.
  • Identifies issues with non-access partners HMIS system accountability and notify Coordinated Entry Manager for follow-up.
  • Develop and maintain internal tracking tools to monitor operations.
  • Provides consultation with the Technical Assistance and Training Coordinator to develop data-related training.
  • Engages in the consistent application of industry best practices in the CES process.
  • Maintain compliance with HUD, contract, agency, and licensing requirements.
  • Achieves identified system and position deliverables.
  • Adheres to task completion deadlines.
  • Provides effective system communications, ensuring clear and consistent messaging.

General

  • Attends all job-related meetings, including staff meetings and agency-wide meetings.
  • Represents the agency in public speaking events as requested.
  • Participates in opportunities for learning and skill maintenance/development, including internal and external training and workshops.
  • Assists with other duties assigned.
