Organizational Setting

The Office of Strategy, Programme and Budget (OSP) advises the Director-General on strategic and policy matters related to the Organization's objectives, results- based programmes, and budgets for all sources of funds; leads the development of policies and procedures on results-based management, FAO country programming frameworks, and internal control and risk management; coordinates the preparation of Organization's strategic, programme and budget plans; manages allocation of resources; and monitors and reports on corporate programme and budget implementation to help ensure effective and efficient achievement of results.


Reporting Lines

The Consultant/PSA will work under the direct supervision of Strategy and Planning Officers, OSP.


Technical Focus

The consultant/PSA will provide support in the areas of results-based budgeting and monitoring with the focus on the specialised areas: split assessment, cost increase calculation, standard rate setting, and variance analysis. The following key outputs are expected:

  • Budget and financial data for split assessments and cost increases further developed, calculation automated, and fully consolidated in PIRES (Programme Planning, Implementation Reporting and Evaluation Support System)
  • Forecast function for non-staff currency variance migrated from Noetix to PIRES
  • Reports further developed in PIRES Cost Analysis module
  • User Manual updated for the PIRES Cost Analysis module

Tasks and responsibilities

  • Contribute to the improvements of budget and financial data, methodology, report, dashboard, system, and process for split assessments, cost increases, and standard rates through research, analysis, and testing and in liaison with the PIRES team, Digitalization and Informatics division, and Finance division;
  • Contribute to the automation of calculations, consolidation of data, and migration of the forecast function from Noetix to PIRES;
  • Update user manuals for the PIRES Cost Analysis module;
  • Provide technical support to OSP Budget and Finance Analyst.

Minimum Requirements

  • Advanced university degree in mathematics, statistics, data science, or physics
  • At least 5 years of experience in using scientific methods, processes, algorithms and systems to extract knowledge and insights from structured and unstructured data, and applying knowledge from data across a broad range of application domains
  • Working knowledge (level C) of English and limited knowledge (level B) of one of the official FAO languages (for PSA it can be English level C only).

Technical/Functional Skills

  • Overall level and relevance of experience in data analysis
  • Excellent computer skills and knowledge of ERP systems (preferably Oracle Financials) and reporting tools
  • Understanding of corporate planning and budgeting practices
  • Work experience in more than one location or area of work considered an asset.
  • Excellent Excel skills
  • Ability to work independently with minimum supervision
