The incumbent may be located anywhere within the State of Washington or border cities for this remote position. This project position is currently funded through June 30, 2023.

The Department of Health's mission is to work with others to protect and improve the health of all people in Washington State. The Division of Disease Control and Health Statistics (DCHS) supports our mission by identifying, controlling, and preventing disease and providing reliable public health information. The Center for Health Statistics (CHS) collects health data and provides statistical analysis to identify and monitor disease and other health threats in the population and provides vital records service to support the issuance of vital records used for proving identity, age, and relationships to others.

This Epidemiologist 3 position supports this work by providing advanced vital records surveillance and data science expertise for CHS in the COVID-19 response. This position contributes to the COVID-19 response mission by independently focusing on data integration and quality assurance, data processing, and the development, maintenance, enhancement, and configuration of data systems and informatics capabilities. This position is responsible for developing innovative and integrated analytic and programming solutions to issues encountered with collecting, managing, analyzing, and disseminating vital records data to support the COVID response.

The incumbent serves as a data science specialist providing advanced epidemiology and data science leadership. This position performs advanced, highly complex, varied tasks associated with surveillance, informatics, and data science, including system analysis, record linkage, machine learning model development, system development, system and process implementation, and policy and procedure development related to advancing data interoperability.

Some of what you'll be doing
  • Use advanced data management and programming tools, such as R, Python, Data Bricks, and SQL to develop innovative processes to collect, manage, analyze, and disseminate vital records data in support of the COVID-19 response.
  • Work with CHS staff to identify and develop processes that support the goal of reporting vital records data in real-time for emergency response activities.
  • Seek out and develop partnerships with other DOH programs to identify, develop, and enhance approaches to data dissemination, including automated reporting.
  • Supports the Electric Death Registration System migration to the WHALES system, including system assessment, design, testing, and implementation.
  • Works with DOH programs and IT to support the advancement of WHALES to the cloud, implementation of a cloud analytics system, and overall DOH data system interoperability.
  • Utilize advanced methods to independently propose and conduct epidemiologic studies to support the COVID-19 response utilizing vital records data.
  • Use knowledge of advanced research methods, independently initiate, design, and conduct non-routine analyses of data to identify areas for quality improvement in vital records data collection and processing.
  • Assess and determine implications of processes and results on data, programs, and stakeholders.
  • Identify methods, processes, procedures, and improvements to data collection, analysis, and reporting that can be used to support improved health equity.
  • Interpret and format results for internal and external stakeholder use.
  • Participate in communicable disease epidemiology preparedness exercises and training.
  • Provide surge capacity for the emergency response needs in responding to public health emergencies.

Required Qualifications
Option 1: Bachelor's Degree in epidemiology, data science, public health, statistics, social sciences, or closely-related field with coursework in epidemiology, data science, statistics, research, research design, biostatistics, or closely related areas; AND four (4) years of experience in epidemiology, data science, public health data analysis, or a closely-related field.
Option 2: Master's Degree in epidemiology, data science, public health, statistics, social sciences, or closely-related field with coursework in epidemiology, data science, statistics, research, research design, biostatistics, or closely related areas; AND two (2) years of experience in epidemiology, data science, public health data analysis, or a closely-related field.
Option 3: Ph.D. in epidemiology, data science, public health, statistics, social sciences, or closely-related field with coursework in epidemiology, data science, statistics, research, research design, biostatistics, or closely related areas

AND
  • Two (2) years of experience using quantitative and data management software such as R, Python and/or Databricks
  • Two years (2) experience working with large SQL-based databases.
  • One year (1) experience in machine learning model development
Desired Qualifications
  • Ph.D. in Public Health, Social Sciences, Education or related field with coursework in epidemiology, research, research design, biostatistics, or closely related areas.
  • Two years (2) experience managing or analyzing big data.
  • Four (4) years of experience using quantitative and data management software such as R, Python or Databricks.
  • Four years (4) experience working with large SQL-based databases or data warehouses.
  • Demonstrated Machine Learning/Deep Learning expertise.
  • Experience with JSON/XML file processing.
  • Experience with constructing dashboard and GIS analysis.
