Job summary

Knowledge, Analysis and Intelligence (KAI) is a directorate of around 600 people at the heart of HMRC and Customer Strategy and Tax Design (CS&TD).

Our primary purpose is to work with our partners across HMRC, HM Treasury, and the Office for Budget Responsibility (OBR) to create a trusted, modern tax administration system, and place the public finances on a sustainable footing.

You will join one of two teams within KAI CCS DAT;

The joint Insight and Innovation and Strategic Insight team is a multi-disciplinary analytical team focused on delivery, innovative development and providing insight for the SPR (Strategic Picture of Risk) - HMRC’s top level assessment of the key strategic risks that it faces.

We work in partnership with other HMRC teams to develop SPR and other products, embedding data science and advanced analytics which enable HMRC to better respond to compliance risks.

The Predictive Analytics Team use cutting-edge data science techniques on HMRC data to focus downstream compliance activity, primarily by helping to identify cases to be taken forward for compliance intervention.

Some examples of the techniques we use are;

  • Supervised learning algorithms
  • Unsupervised learning algorithms
  • Network Analysis


Both posts are in the grade 6 DAT (Data Analytics Team) team in KAI Customer Compliance Strategy (CCS). The team is responsible for using compliance analysis and insight to ensure robust prioritisation of compliance resources and supporting design and evaluation of compliance activity.

The grade 6 area is a mix of Operational Researchers, Statisticians, Data Scientists, Social Researchers and Economists, with an exciting and varied profile of work. The team works in partnership with a range of customers.

Job Description

Data Insights Analyst

You will have the opportunity to contribute to one of HMRC’s key strategic products – developing your data analysis and insight skills in the process. Key responsibilities will include;

  • Driving Insight and Innovation projects within the SPR. This will include producing insight, visualisations and narrative on SPR risks, populations and compliance, leading in a specific area.
  • Developing analytical techniques and data sources to provide new insights.
  • Potentially developing Reproducible Analytical Pipelines (RAPs) for SPR data processing.
  • Supporting annual delivery of the SPR Data Refresh, leading on one of the key regime areas.


The work of the team receives a great deal of attention from senior officials, and there is high demand for analysis from a range of stakeholders.

The team has access to data from a wide range of sources and the post holder will be encouraged to suggest, develop and disseminate innovative uses for new and existing data sources.

You may have the opportunity to gain experience of large-scale data science projects if this is an area of interest.

Data Scientist

The post holder will be responsible for delivering analytical projects across a range of areas to support compliance activities.

You will work with the team and our stakeholders to specify, develop, and deploy your projects

We use Rstudio, SQL, SAS and Git, along with programming standards, to ensure we produce transparent and useful outputs.

Recent and current work includes;

  • Clustering Analysis of taxpayer populations
  • Supervised learning models to identify high-risk compliance cases
  • Outlier detection models


This post will provide great opportunities to develop analytical skills. Key responsibilities will be;

  • Developing links with stakeholders and working closely to understand the needs of the organisation.
  • Working closely with stakeholders to define specific analytical questions, understand the relative priorities and set realistic deadlines for delivery.
  • Reviewing available data, both within and external to HMRC, to design robust analytical approaches to inform organisational objectives.
  • Where appropriate, design and implement novel analytical methodologies to fill knowledge gaps.
  • Using technical skills and exploring data science opportunities to carry out impactful analysis to support HMRC’s approach to compliance.
  • Presenting and disseminating results effectively to stakeholders to maximise the impact of our analysis for HMRC.
  • Carrying out Quality Assurance of analytical work.


For both posts you will be encouraged to explore new technology and data sources. Software such as R, SAS and SQL are used for data extraction and analysis, and the teams regularly review working practices, making use of new tools such as Git and Power BI to improve our efficiency and outputs.

We work flexibly across teams on projects, and can adapt the role to meet development needs of the job holder.

Person specification

Essential Criteria (for both posts);

  • Knowledge and experience of at least one (and ideally two or more) of the following: RStudio, SAS, SQL, Python.
  • Strong written and verbal communication – ability to explain complex technical issues to both lay stakeholders and experienced technical audiences.


Desirable Criteria (for both posts);

  • Knowledge of a variety of ML/AI techniques. Examples include, but are not limited to, regression, clustering, tree-based algorithms, neural networks.
  • Previous experience working with Git to manage project version control.
  • Knowledge and experience of PowerBi or similar.
  • Demonstrable ability to work with large datasets including; How to manipulate and interrogate large datasets to synthesise intelligence that is usable by our operational and/ or strategic partners.
  • The ability to design, code, test, correct and document moderate-to-complex programs working in collaboration with others where appropriate.
  • Project management and customer engagement skills.
  • A proven track record of delivering data analysis projects and evidence of engaging with stakeholders.
  • Knowledge of coding Quality Assurance best practice.
  • Genuine curiosity about data science techniques and practices.

Qualifications

For both posts you must either:

  • Be badged in one of the following governmental analytical professions: Government Statistical Service (GSS), Government Operational Research Service (GORS)


Digital, Data and Technology (DDaT)

Or have or be expecting one of the following:

  • At least a 2:1 in a subject with at least 50% of modules being mathematical
  • At least a second-class honours degree in a numerate subject with at least 25% of modules being statistical
