We are seeking a Senior Business Data Analyst to use business intelligence and data information tools to provide high-level professional support of agency leadership’s decision-making, performance measurement reporting, and continuous process improvement. You will conduct and develop complex data analyses to support data-driven decisions, develop predictive indicators of performance, and create business intelligence tracking tools and dashboards that cross traditional functional lines. These tools, dashboards, reports and analyses can be used by employees at all levels of the organization, as well as by the general public.
If you are the successful candidate, you will also lead, facilitate, or conduct workshops/meetings to develop methodologies and work plans, identifying alternatives and solutions, on organizational performance improvement recommendations.
This is also an opportunity to provide transformational change leadership by leading activities, programs and projects associated with the implementation of major initiatives such as VDOT of Tomorrow and the Business Plan, while recommending improvements to agency activities to enhance alignment with those initiatives.
This position is eligible for telework opportunities; availability, hours, and duration are at the sole discretion of the Department Manager in accordance with VDOT’s Teleworking policy.

Ability to gather and analyze data and prepare reports using modern tools such as Microsoft Power BI, R, Python, SPSS, SQL and Teams and innovative solutions and applications. Experience working directly with executive leadership and staff-level workers to develop, discuss, present and implement reports and dashboards that are appropriate for the intended audience, facilitate leadership goals setting, and provide an accurate and timely representation of ongoing performance. Experience conducting and communicating analyses in individual review sessions, with local leadership, in working group settings, with field leadership and to executive members or panels. Finesse is a desired attribute; at times this position may require a questioning stance or contrarian view, while maintaining teamwork and continuous improvement focus. Experience defining a business need, identifying a solution, implementing the solution, and monitoring performance. Ability to effectively communicate orally, and in writing, with all levels of internal and external customer. Experience working with large data sets. Experience working in teams to solve complex problems. Bachelor’s degree in data or decision analytics, industrial engineering, operations research, economics, statistics or related field; equivalent experience or training may substitute for degree.
Pursuing or attained Master’s degree in data or decision analytics, industrial engineering, operations research, economics, statistics or related field; equivalent experience or training may substitute for degree. Experience in the development, implementation and management of large-scale performance improvement and organizational effectiveness strategies. Progressively responsible experience conducting a variety of advanced analyses and management studies, and implementing action plans from those efforts. Skill in overseeing the development of organizational-wide position papers. Knowledge of productivity analysis, performance measurement, strategic planning, business planning, analytical techniques, project management and public administration. Experience working directly with cross-functional upper management and executive leadership, and with staff-level workers, to develop, discuss, present and implement reports and dashboards that are appropriate for the intended audience, facilitate leadership goals setting, and provide an accurate and timely representation of ongoing performance.
