General Description

The Department of Administrative Services State Purchasing Division is filled with dynamic and professional talent that is seeking to transform how government manages procurement from a tactical transaction-based operation into a more progressive knowledge-based function using best practices, technology, and methodologies. The State Purchasing Division is seeking an individual with strong data research and analysis skills for the position of Statistical Data Analyst within the Contract Pricing and Data Analysis Group of the State Purchasing Division. Statistical Data Analysts are responsible for collecting and analyzing business intelligence data in the areas of spend management, price/cost evaluation, supplier selection and contract management. Statistical Data Analysts make sourcing, evaluating and contracting recommendations to contract managers and senior management based on the results of their research.

The prospective candidate must have strong business acumen and communication skills with an emphasis in both CRM and SRM methodologies and be able to effectively partner with multiple cross-functional sourcing teams and build productive supplier relationships. We seek a change agent who is proficient in building effective working relationships with both internal and external stakeholders. This position requires proficiency with analytical tools, knowledge of data analysis methodologies, knowledge of information systems concepts, and presentation software with a strong proficiency in Microsoft Excel and Access.

Job Responsibilities

Support strategic sourcing initiatives for entire spectrum of activities; to include development of sourcing/pricing strategy, supplier selection, contract implementation and supplier management

Develop and analyze procurement data in support of strategic sourcing objectives, spend management principles and pre-award and post award procurement activity and decisions.

Collect, analyze, report industry and market intelligence related to cost and pricing for specific categories of products and services

Collect, cleanse, classify and analyze expenditure data for the purpose of developing strategic sourcing strategies that reduce the cost of purchased products and services and improve spend management

Prepare advanced data queries, spend and supply market analysis and supplier response analysis in support of enterprise-wide sourcing initiatives

Develop strategies and tools to forecast potential cost savings for statewide sourcing initiatives and validate actual cost savings resulting from the award of statewide contracts for a variety of product and service categories

Technical Competencies

Ability to evaluate and analyze existing systems, identify deficiencies and understand their structure and component parts.

Ability to extract, transform and analyze data from disparate sources and other sources utilizing SQL and PerformancePoint.

Ability to perform complex statistical analysis on data in support of multiple category teams and procurement activities.

Ability to write accurate programs (PeopleSoft inquiries) to analyze and extract needed information/data.

Ability to determine and map source to target data and documents data cleansing rules.

Ability to apply appropriate analytical tools and methodology to data collection and analysis.

Ability to perform data editing, tabulating or coding as necessary.

Ability to perform statistical analyses on data and interprets results.

Ability to prepare and present reports of findings resulting from research.

Ability to prepare solicitation documents that facilitate identification, examination and evaluation of cost and/or pricing data.

Ability to collaborate in collecting and evaluating statistical data to identify performance trends.

Ability to identify areas for potential savings for spend analysis reports.

Ability to research new data sources and analytical tools to contribute to the implementation of new tools/processes.

Required Knowledge, Skills And Abilities

Strong computer skills in the utilization of appropriate software to perform assigned responsibilities including financial and quantitative analysis.

Strong mathematic, analytic and problem solving skills

Strong Microsoft Office skills including Microsoft Word, Excel, Access, PowerPoint and SharePoint

Strong oral and written communication and presentation skills; strong interpersonal skills

Experience working with large data sets

Excellent organizational skills with the ability to manage multiple deliverables and critical deadlines

Creativity to develop innovative analytical solutions

General knowledge of procurement processes and procedures

This position may require some travel.

Completion of a pre-employment background check is required .

DOAS is a hybrid work environment and telework is encourage with some days in the office required.

Minimum Entry Qualifications

Completion of a Bachelor’s degree in business or related field from an accredited college or university AND One year of experience related to the area of assignment.

PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following:

BA in a quantitative based field of study to include (but not limited to): Mathematics, Statistics, Economics, Finance, Accounting, Operations Research, Engineering, Computer Science, or a related field.

Three or more years of experience performing data/statistical research, analysis in the area of strategic sourcing/spend management and database management.

Advanced SQL Server knowledge for developing queries and extracting data from relational and multi-dimensional databases.

Intermediate to Advanced proficiency in Excel (pivot tables, v-lookups, etc.)

Experience in, PeopleSoft Financials, SharePoint, and PerformancePoint
