Summary

Her Majesty’s Naval Base Portsmouth (HMNBP) has been an integral part of the city since 1194. It is home to almost two-thirds of the Royal Navy's surface ships, including the new aircraft carriers HMS Queen Elizabeth; HMS Prince of Wales; the formidable Type 45 destroyers; Type 23 frigates; and mine countermeasures and fishery protection squadrons.

The base is a major employer and provides lodging facilities to RN personnel serving at the base and in Portsmouth-based ships.

HMNBP is one of three naval bases providing enabling support as part of the nation’s defence strategy. In doing so, HMNBP seeks to improve through science and technology to strengthen its security and defence at home and overseas. This requires continuous improvements in building capacity, capability and resilience through its people. It is the home base for assigned ships and ship’s companies preparing for operations. A key component of achieving this support is the ability to deliver the full range of increasingly sophisticated engineering support services.

Job description

The Information Manager and Data Analyst is part of the Strategy and Business Management Directorate of the Naval Base. The directorate delivers strategic direction and development to the NBC(P), whilst managing the smooth running of the Strategy and Planning Team (SPT) and providing stakeholder management and support to the external customers of the Future Operating Model (FOM). The directorate also plays the lead governance role in the delivery of the Future Maritime Support Programme (FMSP) which involves multiple supplier relations as coordinated by a MOD Intelligent Customer cadre via the Service Delivery Group (SDG). The directorate owns and delivers the Integrated Plan for the Naval Base on behalf of NBC(P).

Candidates are required to have excellent and proven Information Management and data analysis skills as well as Programme and Project Management experience.

Candidates are also asked to demonstrate experience in:
  • Ability to respond dynamically to situations, often involving complex competing requirements , whilst keeping a broad stakeholder group (including senior stakeholders) informed.
  • Clear communication style to seniors and subordinates to aid situational awareness
  • Data led decision making at the working and operational levels.
  • Experienced specialist with an in-depth knowledge of Information Management and Data Analysis.
  • Background on delivery operations across a range of services and platforms

Responsibilities

Working with a senior information manager this role will provide Management Information & Reporting (MI&R) support to the SDG as well as acting as its waterfront element of the Defence Equipment & Support (DES) FMSP Central Team MIDAS (Management of Information, Data Analysis and Support) workstream. The role manages the production, use and storage of FMSP commercial data and reporting, on behalf of the Strategy & Business Management Director. They will be responsible for overseeing the creation and on-going integrity of information products for NBC(P) and Directors, FMSP Central Team Strategic layer and Navy Command. Thereby supporting the HMNB(P) governance cycle, the activity of Service Delivery Group members and ensuring rigor is applied to MI across the FMSP enterprise in Portsmouth, drive innovation into the Digital Dockyard endeavour and act as interface with FMSP Central Team strategic layer in all matters MI&R.

Selection process details
