Job Description

THIS IS A PART-TIME CITY RESEARCH SCIENTITIST (35 HOURS/WEEK)

The Bureau of Equitable Health Systems (BEHS) in the Center for Health Equity and Community Wellness (CHECW) for the New York City Department of Health and Mental Hygiene (DOHMH) consists of a multi-disciplinary team that engages primary care providers, hospitals, and other healthcare systems to implement innovations and evidence-based strategies; leverages information to support planning and technical assistance for providers, payers, and organizations providing services in support of improved healthcare outcomes; advances policy to close the racial equity gap for priority health outcomes; and surfaces opportunities where health care can influence and connect individuals to social support and address the whole person, beyond physical ailments EHS is seeking a Senior Data Analyst within the Health Economics and Outcomes Research team in the Health Systems Planning and Policy Unit to support its ongoing work, including COVID 19-related efforts. The Senior Data Analyst is expected to collaborate with BEHS and other DOHMH staff in generating analyses that address health equity and inform health systems policy and planning development. A primary focus of the position is using surveillance and claims data to assess the impact of the pandemic on ambulatory and emergency conditions, creating provider and payer equity dashboards, better understanding the interaction of chronic diseases with COVID-19, and informing the city's pandemic response.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
  • Initiate and conduct statistical and spatial analyses using health care claims/utilization data, including Medicaid data extracted from the Salient Interactive Miner and the Statewide Planning and Research Cooperative System (SPARCS) data, surveillance data, and other available data sources such as the Office of Vital Statistics (OVS) data, the Community Health Survey (CHS), and the American Community Survey (ACS);
  • Liaise and build partnerships with DOHMH programs and community and healthcare systems partners to address emerging community health issues and to initiate innovative research and analyses to advance policy and planning efforts;
  • Translate research and analysis findings into content for presentation, reports, manuscripts, and journal articles;
  • Coordinate with BEHS team members and other DOHMH programs, and provide direct support and consultations, as appropriate;
  • Supervise junior analysts and interns as needed; and
  • Perform other duties as assigned

Minimum Qual Requirements

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

  • Master's or Doctoral degree in statistics, social sciences, public policy, public health, or other related fields;
  • Proficiency in managing and analyzing large administrative datasets, including Medicaid and hospital discharge data, using data management and statistical software (e.g., R, SAS, SQL, Stata);
  • Proficiency in using GIS software, geocoding, and conducting spatial analysis;
  • Experience in using software such as Tableau for data presentation and communication;
  • Knowledge of health economics and health services research methods;
  • Ability to design research projects, synthesize results, and present findings and recommendations in a succinct manner;
  • Track record of developing innovative ideas and high-impact research; and
  • Ability to multi-task, excellent communication skills, desire to solve complex problems.
