Raye IT is looking for a dynamic and energetic individual with solid technology and financial management background to join us as a Technology Business Management Data Analyst to support a government customer in Washington DC. This position will directly support a government program office within the areas of IT Planning and Forecasting and IT Cost Transparency.
Responsibilities
  • Support the Agency TBM implementation, including the definition of requirements for maintenance and enhancements
  • Assist with identifying and collecting IT portfolio cost data, preparing work breakdown structures, normalizing data, and performing statistical analysis
  • Partner with program executives, service and application owners, finance representatives, and functional Lines of Business leaders to develop and continuously refine their TBM data collection
  • Responsible for applying assignment or allocation methods to accurately show the flow of cost and operational quantities through the TBM cost model.
  • Develop and implement TBM data quality improvement plans based on material impact and complexity of change
  • Serve as technical point of contact resolving technical and data quality issues
  • Develop standard TBM IT cost transparency reports based on client needs and establish monthly operational processes
  • Provide financial expertise and analytical capabilities
  • Provide guidance and oversight to educate stakeholders on how the TBM cost model is constructed to include describing the data mappings, assignment and allocation methods, and processing logic.

Qualifications
  • Bachelor’s degree in finance, Accounting, Business or related discipline, or equivalent work experience; MBA, MIS, or other advanced degree preferred
  • 6+ years of related experience in the IT Finance industry, including experience in financial reporting, financial planning, strategic planning, and/or annual budgeting
  • Experience using cost to design, develop, and present chargeback and pricing models.
  • Working knowledge of CostPerform or financial modeling tool
  • Ability to use data to help inform strategy and direction
  • Experience in implementation or management of Technology Business Management in the private or public sector
  • Experience with IT disciplines, e.g., infrastructure, servers, networks, databases, applications, etc. Understanding of SW/HW acquisition, maintenance, support models (e.g., on-prem, hybrid, cloud)
  • Ability to work in a fast-paced environment while maintaining attention to detail, quality, and professionalism
  • Experience and proficiency with Microsoft Office programs including Excel, Word, Outlook, and PowerPoint
  • Must be self-directed and detail-oriented in completing assigned tasks and projects within assigned deadlines
  • Strong time management, planning, and organizational skills essential
  • Excellent oral and written communication skills; ability to compose and write a variety of internal and external general business documents, reports, and presentations
  • Ability to contribute to a professional work environment by demonstrating integrity, promoting teamwork, and fostering positive communications.

Desired/highly preferred:
  • Certified Technology Business Management Executive (CTBME)
  • Knowledge of Federal Government financial management
  • U.S. Citizenship
