The State of New Hampshire, Department of Health and Human Services, Division for Children, Youth, and Families has a full time vacancy for Program Specialist III.

SUMMARY:
Evaluates all aspects of Division for Children, Youth and Families (DCYF) programs and plans the development, mining and modification of data from multiple sources, policies and procedures for agency, state and federal programs. Ensures data integrity, collection, analysis, and uses data analytics to present data to assist the monitoring and assessment of programs within DCYF and the Sununu Youth Services Center (SYSC). Upholds the vision and mission of the agency through utilizing the Practice Model theories, beliefs and principles in daily practice.

RESPONSIBILITIES:
Performs queries (SQL, R or Python), prepares reports and analyzes internal and external databases and sources, on child development, child abuse/neglect, juvenile justice and best practices in human services. Performs qualitative and/or quantitative analysis, develops and analyzes statistical information.

Assists the Quality Improvement Unit in preparation of QI reports, program evaluations, and other data quality assurance documents using a variety of computer information systems such as NH Bridges (the Statewide Automated Child Welfare System), Courtstream (Facility Management System), the Adoption and Foster Care Analysis and Reporting System (AFCARS), the National Child Abuse and Neglect Data Reporting System (NCANDS), and US Census and other data sources as appropriate and necessary.

Consults with other Divisional & DHHS program staff regarding development of outcome measurement systems relative to their programs.

Administrative responsibility and oversight of the DCYF Sununu Youth Services Center (SYSC) System, Youth Center, reporting & information system, and other third party systems, data related, as assigned.

Assists in the design of divisional outcome measurement reporting systems at the individual, case, district office, state and other aggregate levels, based on consultation with the Bureau of Evaluation, Analytics and Reporting (BEAR) team and other program specialists and frontline supervisors.

Uses data mining processes, tools, and techniques to address specific decision support and research questions using SQL, R or/and Python.

Designs, develops and presents data presentations in various forms such as charts, graphs, tables, narratives, etc. that are used for the purposes of quality improvement, proposed legislation, budget, resource & policy planning, intervention program planning and community education.

Basic knowledge of Access databases to understand hierarchy and assist transitioning Access databases to standard, more efficient and scalable, queries in SQL, R or Python.

Designs and implements survey collection methods to acquire and manage data.


MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree from a recognized college or university with a major in computer science, business or systems information, or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four years professional or paraprofessional experience in data analysis, with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Must possess a valid driver’s license and/or have access to transportation for use in statewide travel.

SPECIAL REQUIREMENTS: Working knowledge and experience building queries, visual data presentations or program evaluation. Proven ability to build queries using one of the following languages: R, SQL or Python.

RECOMMENDED WORK TRAITS: Considerable knowledge of federal and state laws and regulations governing the programs to which assigned, and of federal and community resources and organizations. Working knowledge of research and planning methods and planning techniques. Ability to communicate tactfully and effectively both orally and in writing. Ability to write technical information. Ability to understand and interpret the functional interrelationship of policy, regulations and procedures and to evaluate the impact on programs, service delivery, clients and staff. Ability to detect and define problem areas and causes and to create and develop effective solutions, including the exercise of sound judgment in evaluating situations, planning action, making decisions and setting priorities. Ability to work independently to develop new or alternative approaches to meet changing and variable conditions. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
