The scope of this project encompasses the following tasks:

The scope of this Letter of Engagement is to provide services to fulfill high-volume, one-time, ad hoc requests for business data that are used by the business divisions to:

• Respond to employer inquiries for various reasons such as data validation in their software systems,
• Conduct internal and external audits,
• Conduct research about pension plans and health plans,
• Work with health plan providers to reconcile subscribers,
• Evaluate business operational procedures and optimize those procedures,
• Support outreach campaigns such as email marketing efforts,
• Support legislative and legal issues and cases,
• Maintain annual reporting efforts,
• Verify business transactions and operations analytics

The fulfillment of business data requests consists of the following activities:

• Write Structured Query Language (SQL) queries with advanced functions and large, complex data models
• Perform data extracts, data profiling, data transformations and data set validation
• Analyze team findings relative to the fulfillment of the business data extract
• Provide expert-level data evaluations and fixes, transformation logic, programmatic implementations of business rules and SQL programs
• Validate business information flow and business rules against data models utilizing existing documentation such as use cases and business requirements

Monthly fulfillment of business data requests is expected to consist of fulfilling 25-60 requests per month. This estimate is based on counts from 2020 and is expected to be representative of the workload in the 2021/2022 fiscal year. The majority of business data requests use SQL queries to query records from the database and/or the data warehouse. The data model includes 2,000+ tables that contain business transactions and related information. The data warehouse model consists of 30+ fact tables and 100+ dimension tables. Business data requests have a 10-day service level agreement that the vendor will be bound to.

Knowledge transfer between the vendor and will be facilitated through an existing process called Data Request Centralization where:

• requests for business data are submitted via ServiceNow,
• requests are routed to the fulfiller,

• request fulfillment artifacts such as technical documents and SQL scripts are added to the Data Request Library and
• data is transferred securely to the requestor via a Data Locker. Any data issues that are identified during fulfillment of business data requests are reported to client and recorded in the Data Request Library.
