As a HIV Supports Data Analyst you will develop, implement and support data driven policy for the Department of Human Services (DHS) HIV Supports program. You will conduct policy and data analysis and project management activities, and make policy recommendations to the HIV program leadership at DHS, Minnesota Department of Health (MDH) and Hennepin County Ryan White, and to HIV staff and community stakeholders, based on HIV program data.

Responsibilities include:

  • Conduct data and policy analysis that support policy and program integrity and availability of DHS HIV programs and services, including work related to client level data for persons living with HIV in Minnesota, in partnership with other state and county agency HIV leadership
  • Conduct project management and project support activities needed to implement DHS HIV programs and related program policy, including END HIV MN, the statewide strategy in partnership with the Minnesota Department of Health, to guide and improve efforts to address HIV in Minnesota
  • Provide information and training to staff, other federal, state and county agencies, providers and other stakeholders to support program integrity and access to DHS HIV programs and services, including the HRSA/HAB, the END HIV MN Advisory Board and the Minnesota Council on HIV/AIDS Care and Prevention (MCHACP)
  • Ensure that data and reporting systems meet federal, state, and business requirements, fulfills evaluation needs, and provides information that leads to the achievement of desired outcomes for DHS HIV programs
  • Develop and implement quality process improvements, including a clinical quality management program, that address program and fiscal integrity and access to DHS HIV programs and services.

Qualifications


Minimum Qualifications

Three (3) years professional work experience in data analysis demonstrating the following:

  • Experience with statistical software such as SPSS or Stata
  • Experience with data visualization software such as Power BI
  • Experience analyzing data to communicate policy recommendations
  • Project management/coordination experience
  • Developing, documenting and implementing new processes, procedures, and written protocols

A bachelor’s degree or higher in Public Health, Public Administration, Business Administration, Health Care Administration, Macro Practice Social Work, Behavioral/Social Science, Program Evaluation, Data Science or a closely related field substitute for one (1) year of this experience

Preferred Qualifications

  • Experience with the policy development processes sufficient to communicate data and policy recommendations to decision makers
  • Experience with HIV programs, systems, financing, providers and related federal and state laws, regulations and reporting requirements.
  • Experience planning and facilitating meeting with diverse stakeholders
  • Variety of experiences working effectively with others from different backgrounds and cultures
