Overview:
The Evaluation Data Analyst will lead and conduct organized analytical assessments and evaluations, with minimal supervision, to understand and/or evaluate complex issues to inform decision making, policy development, system development, management, or administration of client processes. S/he will lead and perform studies, analyses (with an emphasis on quantitative analysis), and evaluations across a wide variety of domains and provide recommendations to client organizations to improve performance and provide strategic advice on the development and execution of programs to implement solutions.
Responsibilities:

  • Create data collection and analysis plans that incorporate quantitative and qualitative data and information
  • Oversee and develop data management systems, including computer programs to clean, mine, and store data and monitor data quality
  • Provide subject matter expertise and technical assistance for users reporting data into applicable databases
  • Prepare and edit visual presentations of data and information for dissemination including, charts, graphs, tables, etc.
  • Design valid and reliable research and evaluation instruments and tools
  • Lead and participate in the collection, analysis, and interpretation of quantitative and qualitative data
  • Lead stakeholders through the process to define evaluation needs
  • Contribute to project/funding development activities, such as providing technical/topical expertise and writing proposals and grants
  • Create and manage basic and complex evaluation plans appropriate for process, outcome, or mixed evaluations
  • Lead and perform needs assessments, environmental scans (i.e., SWOT, PEST, PESTL, Stakeholder), and impact assessment, cost-benefit, or cost-effectiveness analysis
  • Design basic and detailed program Logic Models
  • Lead the OMB/PRA process for data collection, as required
  • Responsible for the writing and editing of routine and ad-hoc research and evaluation reports to demonstrate progress, findings, and results
  • Conduct systematic and basic literature reviews
  • Contribute to publications and other dissemination products that share evaluation findings and results
  • Author white papers, concept papers, briefs, articles, and other publications for the dissemination of research and evaluation findings and results
  • Remain abreast of research and evaluation trends to ensure our approaches are up to date, valid, and reliable
Qualifications:

  • Master’s required, PhD preferred in public health, social science, or related field
  • 3-5 years of post-graduate experience
  • Experience with quantitative (i.e., R, SAS, STATA, SPSS) and qualitative (i.e., NVivo, Atlas.ti) analysis software
  • Experience with training and capacity building in monitoring and evaluation skills among project team, partners, and stakeholders
  • Experience working with federal agencies (CDC, NIH, FDA) preferred
  • Proficient in Microsoft Office products, particularly Access and Excel
  • Experience conducting process and outcome evaluations, including needs assessments and environmental scans, impact assessment, and cost-benefit analysis
  • Proficient using qualitative and quantitative data collection and analyses methodologies
