Data Scientist

We currently have a vacancy for a Data Scientist fluent in English, to offer his/her services as an expert who will be based in Brussels, Belgium. The work will be carried out either in the company’s premises or on site at customer premises. In the context of the first assignment, the successful candidate will be integrated in the project team that will closely cooperate with a major client’s IT team on site.

Your tasks:
Key factor in designing, building, managing, implementing and continuously developing SSA models based on the application of ML/DL/DS techniques accordingly the business needs;

Team player in designing, building, managing, and continuously developing the entire SSA as a complete AI Solution;
Team player in support of implementing the requirements according to the SSA Concept Document, the SSA technical documentation, and the SSA IT Pilot project outcomes;
Designing and continuous developing of SSA models in charge with Business needs and fitting in the SSA architecture;
Researching and implementing the newest and the most efficient ways to build SSA models;
Support deployment and orchestration of the SSA models and analytic solutions for near-to-real time use in the platform;
Support designing, organising and monitoring of the SSA entire real-time workflow;
Manage of SSA models designing, building, managing, monitoring and continuously developing in the following context:
o Processing of continuous, discrete and categorical variables;
o Natural Language Processing including multilingual text (mostly the short ones as names, addresses, multilingual items descriptions);
o Computer Vision for image processing;
o Graph data structures use.
AI applications implemented should cover the following uses cases:
o Similarities search;
o Anomalies and hidden patterns detection;
o Entity resolution;
o Geocoding prediction.
AI applications will be implemented with the following constraints:
o Very-large multimedia dataset;
o Strongly imbalanced data for supervised learning;
o Near real-time processing.
Support SSA business users on the SSA models designing, building, monitoring and use.
Support developing prototypes and demonstrators of SSA models and analytic solutions (including those created by the other SSA users);
Support SSA models and analytic solutions deployment, integration, orchestration, and administration;
Continuously monitor, maintain and improve SSA models and analytic solutions quality, including impact to the near-to-real time SSA processes and the entire integrated SSA quality;
Manage and support experimentations for the SSA platform further progress and development from ML/DL/DS perspective (continuously trying and testing new solutions, DS libraries). Be up to date with the AI industry evolution, with vendor product offerings and analytics technologies and increasing awareness of these into the organization;
Make proposals for SSA models, analytics solutions, data governance and SSA architecture improvement, taking account of the need for the analytics solutions to support multidisciplinary collaboration between Member States customs experts and the Commission, within the prevailing legal and governance framework, on permanent and ad-hoc use cases. Evaluate technical offers of vendors;
Support developing of SSA components and/or services, investigate COTS software products and the other technical solutions for SSA development/evolution. Evaluate technical offers of vendors. Provide technology and architectural guidance for the further SSA design and implementation;
Participate in the SSA new test scenarios identification and implementation;
Identify, document and apply operational procedures for the use of the platform;
Support SSA platform users in applying of machine learning/deep learning/DS;
Follow up activities during the project life cycle;
Support the integration of SSA platform with Common Repository and ensure their integration;
Support the SSA data sources efficient integration, data storage, accessibility and security for ML/DL/DS application workflow;
Identify and escalate issues in relation to the analytics activities, in particular the ones with potential impacts on time or resources;
Define and document technical specifications for the platform (Produce and/or review SSA related documents);
Report on the activities status (tasks progress, plan, actions, risks, issues, decisions, changes);
Coordinate with the projects' various stakeholders;
Cooperate with internal stakeholders and MS, ensuring all expectations, requirements and constraints are taken into account, validated in the discussions and documentation, and applied accordingly;
Participate and contribute in meetings with contractors or partners.
Requirements
University degree with minimum of 13 years of professional experience in researches and developments in computer science and/or mathematics;

Significant knowledge/experience in using:
Past or present membership in international research teams will be appreciated;
Knowledge of discrete mathematics, probability, statistics and optimization techniques;
Knowledge of georeferenced databases;
Experience in Entity Resolution problems and solutions, especially those related to identifying legal and natural persons in free text names and addresses containing fields;
Up to date knowledge of Computer Vision and NLP techniques;
Experience in demonstrating proofs of concepts and ML/DL/DS solutions implementation results;
Experience in ETL processes and tools;
Experience of large-scale IT systems and/or integration projects is desirable;
Recent significant experience on designing, implementation, and managing of ML/DL/DS based models/analytics solution. The concrete examples must be presented;
Minimum of 7 years leading medium-to-large sized multidisciplinary teams (at least 8 people);
Minimum of 7 years of professional experience in applying machine learning/deep learning/DS to support Customs and/or Tax risk management. The concrete examples must be presented;
o JupyterLab, RStudio, Dataiku, TensorFlow;
o LDAP; NGINX, Linux, GIT, ORACLE;
o Python, R, JSON, XML, SQL, HTML, JavaScript, Shell script.
Contribution to DS experimentations from corpora elaboration to algorithms evaluations or design and implementation if needed;
Experiences in end-user’s support;
Demonstrated experience of participation in multinational Data Analytics/Data Science related projects, more specifically where the National Public are the key stakeholders;
Ability to understand the business scope of the project, related legislation, business process descriptions, functional architecture and capacity to follow discussion with business stakeholders and understand their impact on the project scope, definition and defined timelines is a must;
Extensive knowledge of IT Architecture, solutions and technologies applicable for AI, Big Data; practical knowledge of and proven experience in IT analytics COTS and tools offered by main vendors is a must is must;
Capability for modelling components, data modelling, data processing models, service interfaces, service data and reference models is an asset;
Good knowledge of interoperability technology (APIs, web services, message-oriented middleware, service-oriented bus); and of service implementation patterns (synchronous, asynchronous, request/response), distributed system design and messaging layer are mandatory;
Ability to work autonomously is mandatory is mandatory; Strong organisational and coordination skills is an asset;
Ability to present and to animate discussions, rapid self-starting capability and ability to work autonomously are mandatory;
Strong technical writing skills and ability to produce architecture blueprints/overviews, architecture models, notes, business cases, vision documents, service level agreements, technical documents, etc. are mandatory;
Very strong oral communication skills, allowing to coordinate different streams of the project with external stakeholders, is an asset;
Mandatory capacity to review and assess the quality, integrity and completeness of the various IT and Business specification documentation such as IT Architecture documents, conceptual and logical data models, use case specification, user interface specification, Web service specification, business specification (BPMs).
