Senior Data Scientist

About the DPAA contract

DPAA was formally commissioned on 30 January 2015, with the consolidation of the former Joint POW/MIA Accounting Command (JPAC), the former Department of Defense (DoD) Prisoner of War and Missing Personnel Office (DPMO), the former JPAC CONUS Annex (JCA), and the former Air Force Life Sciences Equipment Laboratory (LSEL), to form a new DoD agency that reports directly to Office of the Undersecretary of Defense for Policy. DPAA is implementing several key initiatives to transform the agency into a single, accountable organization with oversight of all past conflict personnel accounting resources, research, and operations across the DOD. These transformative initiatives include:

• Achieving increased results by leveraging continuous process improvement to enhance the efficiency and effectiveness of the organization's business processes.
• Leveraging new strategic partnerships (e.g., governmental agencies, universities, non-governmental organizations, volunteers, and corporations) whose resources and expertise can serve as force multipliers to increase capabilities and capacity and accelerate results.
• Enriching engagements with the families of missing service members and other stakeholders through robust outreach and communications, improved information access and quality, and enhanced responsiveness.

Praescient Analytics is in search of a Senior Data Scientist with experience working with Personnel Data (to include DNA), Health Informatics Data, Mission Related data, and spatial analysis. The Data Scientist should be able to statistical methodologies to analyze and graph information.

Primary Responsibilities:

• Government/Military/Commercial/Network Experience.
• Experience working with Personnel Data (to include DNA), Health Informatics Data, Mission Related data, and spatial analysis.
• Experience using SAS, Open Source, Jupiter Notebook, Spark, Python, and R.
• Experience using statistical methodologies.
• Experience using Time series analysis, logistic and linear regression
• Experience using graph databases and graph data analysis.
• Experience with Natural Language Processing.
• Qlik/BI Lead/ Tableau or Einstein.
• Build and deliver complex Qlik Applications to included working with Salesforce
• Lead small teams.
• Experience working with stakeholder for data driven decision making, from requirements gathering to application delivery.

Required Qualifications:

• Bachelor's degree and one-five years of relevant experience.

Preferred Qualifications:

• A master's degree and two years of relevant experience; or eight years of relevant professional experience in computer science or developing and managing a dashboard tool or similar database application.
• Relevant experience includes technical analysis, task planning and management, data integration, dashboard design, dashboard creation, and dashboard display1-5 years of government/military/commercial experience providing alternative technologies and process for better enhancing data quality while reducing cost.
• Experience with Analysis of Alternatives and Notional roadmaps.
• Posses knowledge of Department of Defense (DOD) business systems and have the ability to evaluate data structures and content currently in use by DPAA staff, and how current technology may better enable faster or more accurate results through new data models and advanced analytical services & techniques.
• Have the ability to present processes and terminology that ensure information on dashboards is accurate, as well as convey to users the significance and importance of dashboard outputs.
• Experience with Qlik, Documentum and STARLIMS.
