Where you'll be working
The Collaborative Commissioning team sits within the Patient Experience & System Performance Division, NSW Ministry of Health. This team is responsible for supporting the establishment of Collaborative Commissioning across NSW and providing support for the governance, legal, risk and financial mechanisms associated with the approach. Data analytics, outcome monitoring, and the formative and quantitative evaluation of Collaborative Commissioning is also a core responsibility of this team.

The Collaborative Commissioning team has commissioned a consultant to build a sophisticated health service utilisation modelling tool (a Dynamic Simulation Model, or DSM), which is used to evaluate the system-wide benefits of all Collaborative Commissioning initiatives. This model is a strategic asset of NSW Health which will be owned, updated and managed by the team from early 2022 onwards. This modelling relies on the Lumos data asset, a unique and growing dataset comprising GP practice data linked to hospital, ED and other NSW Health data collections. This longitudinal view of the patient journey is a fundamental component of the modelling and the Collaborative Commissioning program that is unique in the Australian Health system.

What you'll be doing
The Senior Data Scientist is responsible for high quality data science and advanced analytics associated with the DSM, including linked health-related data. This position will be expected to apply superior data science and statistical modelling techniques, tools and processes to the unique health data that Lumos provides.

This position will ensure that the DSM, and the modelling and analytics that support it, are relevant, reproducible, and reflect modern techniques. You will be part of a multi-disciplinary team responsible for investigative analytics work, structured statistical model building and the associated data engineering pipeline and platform.

Selection Criteria

  • Relevant tertiary qualifications and / or relevant experience in Data Science, Data Analytics, Actuarial, Mathematics, and Statistics. A history of openness and curiosity to explore new analytics techniques and data engineering principles and tools is essential.
  • Experience with a range of analytics methodologies, ideally including predictive modelling (e.g. Generalised Linear Model regression, discriminant analysis, or similar), demonstrating proficiency in R, SAS or other similar programming applications.
  • Extensive experience conducting and interpreting statistical analyses of population-based health administrative or other health related data, including linked datasets, using a range of analytic tools and methodologies, including temporal and sub-group adjusted and/or linked data analyses, in order to describe and compare the performance of health systems.
  • Strong written and verbal communication, interpersonal and consultation skills, both inter- and intra-agency. This includes demonstrated experience in preparing written reports and presentations for a variety of audiences.
  • Extensive experience working collaboratively to complete analytics projects including working with other technical functions or organisational stakeholders.
  • Demonstrated interest in the principles of reproducible analysis, ethical data science, data management and governance and the application of data governance frameworks and policies to day-to-day information sharing and analytics.
