The Minnesota Board of Pharmacy was established in 1885. Its mission is to preserve and protect the public health, safety, and welfare of Minnesotans by promoting the safe distribution of pharmaceuticals and the provision of quality pharmacy care. The Board fulfills this mission through examination and licensure of pharmacists, regulation of the practice of pharmacy, inspection of licensed facilities, investigation of complaints, and the issuance of disciplinary orders and agreements for corrective action. Board staff also helps educate pharmacists and others about laws, rules and best standards of practice.

The Data Analyst position is a part of the Controlled Substances Reporting Section which consists of the Prescription Monitoring Program (PMP) and Opiate Product Registration and Fee Program (OPRFP). These programs are vital components of the State’s efforts to combat the opioid abuse epidemic. The Data Analyst is responsible for core data analyst functions for CSRS such as performing statistical analysis of data, extracting and summarizing data to support program and administrative decision making, investigating, monitoring, and enforcing compliance with the reporting requirements outlined in MN Statutes 152.126 and 151.066, serving as a liaison between data submitters and the CSRS, fulfilling data requests, maintaining subject matter expertise regarding CSRS data, and working closely with other CSRS staff as well as other Board of Pharmacy staff regarding select aspects of CSRS data. The Data Analyst will be an active participant in team, section-level functions such as planning, documenting processes, process improvement efforts, quality improvement efforts, etc.


Minimum Qualifications

  • Two years of professional experience in compiling, manipulating, and analyzing data using programming languages, databases, and statistical tools. A Bachelor’s degree in health, analytics, research, mathematics, economics, or public administration related field may substitute for one year of experience.
  • Knowledge of or demonstrated experience in scientific, experimental and research methodology and analytic and evaluative techniques.
  • Proficiency in statistical software such as Tableau, SAS, SQL, or R.
  • Strong analytical and communication (oral and written) skills.
  • Knowledge of office productivity software (i.e., Microsoft Office) sufficient to generate reports and spreadsheets and use databases.
  • Interpersonal and human relations skills sufficient to establish and maintain effective working relationships with internal and external clientele.

Preferred Qualifications

  • Experience with report writing and oral presentation of analysis and research results.
  • Ability to quickly gain knowledge in data practices law, rules, and best practices and to adhere to those standards.
  • Knowledge of current literature on data analysis and research activities related to medical and public health issues.
  • Ability to manage multiple concurrent projects under demanding deadlines.
  • Familiarity with and the ability to apply Plain Language concepts to written and verbal communication with the public.
  • Must be sensitive to and respectful of the cultural and other differences while interacting with co-workers and external clientele.
