Job Description:


The purpose of this position is to fulfill the needs of an ASTHO grant awarded to the VDH PRAMS program to link RAMS data to clinical outcomes data


Provide weekly updates regarding the status of the project


Completion of the data linkage between VA PRAMS and All Payers Claims Data, Hospital Discharge Data, and other Clinical outcomes data as needed.


Completion of data analysis of the linked PRAMS data set with identification of relationships between MCH behaviors and demographic factors, and clinical outcomes. a. Identifying themes specific to particular subpopulations (i.e. race/ethnicity, age group, insurance status, etc.) b. Table of quantitative findings- frequencies, confidence intervals, odds ratios, p-values c. Written narrative summarizing the quantitative findings d. Written/submitted abstract summarizing the process and quantitative findings


Preparation of a PowerPoint detailing the quantitative findings for use by VDH MCH programs/staff in stakeholder outreach. In addition, the contractor will fulfill needs of the ASTHO grant, participating in the learning community, including the following:


  • Attend all Learning Community activities, including ASTHOConnects virtual learning sessions, technical assistance calls, team-to-team learning opportunities, evaluation calls, and additional assessments.
  • Develop and implement an action plan, submitting regular progress reports, and participating in technical assistance site visits or conference calls with ASTHO staff, as needed.
  • Provide information via needs assessments or key informant interviews to assist ASTHO in better understanding barriers to data linkage to inform and refine technical assistance needs.
  • Obtain all documentation needed for data dictionaries.
  • Develop a standard methodology for linking data sets consisting of PRAMS and clinical outcomes data to inform future activities supporting Patient-Centered Outcomes Research in maternal and child health.
  • Finalize all documentation needed for data linkages and data sharing, such as Memorandums of Agreement, Institutional Review Board approvals, and/or data sharing and use agreements. a. States may also show documentation to demonstrate existing processes and templates for data sharing and linkages, and/or should include a timeline for finalizing these agreements with partners as part of the application.
  • Conduct data linkages and analysis resulting in de-identified linked datasets.
  • Collaborate with the project Interagency Advisory Workgroup to identify priority activities that facilitate improved data linkage, share successes, and build sustainability plans. Participate in partner activities throughout the Learning Community to troubleshoot barriers, share best practices, and build upon successes. Documenting


Required Qualifications (Skills, Experience, Education, Certifications)


Graduation from an accredited college or university with course work in public health, epidemiology, or biostatistics or equivalent combination of education, training, and/or experience. Considerable knowledge of methods of public health surveillance. Working knowledge of biostatistics, analysis and interpretation of data, and data management techniques. Working knowledge of statistical software packages (SAS, R, or STATA), visualization tools (ArcGIS or Tableau), and data management and survey tools (REDCap). Demonstrated ability to develop program goals and objectives and to evaluate program effectiveness. Demonstrated ability to collect, quality assure, analyze, interpret, and present statistical data. Demonstrated ability to communicate effectively orally and in writing with health care professionals and the general public.
