Digital Data & Technology - Data Scientist

As a Data Scientist, you will have a recognised technical ability in a number of data science specialisms and provide detailed technical advice on your area of expertise. You will draw on other technical and ethical standards from across government and industry.
You will work as part of a multidisciplinary team alongside Data Architects, Data Engineers and Data Analysts, clearly communicating the value of Data Science to all stakeholders. You will promote and present data science work both within and outside of the organisation.
You will be engaged with, and actively contribute to, the Data Science community and be comfortable with mentoring to upskill junior staff.

You will deliver prioritised work packages from the research stage through to deployment as live services, using techniques such as:
  • machine learning
  • network analytics
  • matching and enriching novel datasets
  • text analytics
  • data driven research to inform policy makers


Your main day to day responsibilities will be:
  • applying data science techniques and technical ability to solve a variety of problems that various government departments are facing
  • providing advice on data science techniques within project teams
  • influencing change by telling engaging stories about the value of data science using non-technical language to a wide range of stakeholders across Home Office and wider government
  • working with Data Engineers to map, produce, transform and test new data feeds for data owners and consumers, using tools and technologies already in use in the business area
  • developing, coding, testing, correcting and documenting simple programmes or scripts under the direction of others as part of a multi-disciplinary team
  • identifying and communicating lessons learnt during projects and following best practice

You will also be required to carry out the following day to day activities:
  • continually sharing programming and analysis skills and knowledge with peers and junior staff
  • mentoring junior data scientists

This role attracts RRA (Recruitment and Retention Allowance) of between £2500 - £4000 depending on skills and experience. This allowance is subject to an annual review in line with departmental priorities and could be reduced or withdrawn at any time.

Essential Criteria

You’ll have demonstrable passion for Data Science, with the following skills or some experience in:
  • conducting data exploration in a variety of data and storage formats used across the business for data consumers
  • communicating data science products, including data, analysis and visualisations effectively, using media tailored to the audience
  • demonstrating awareness of data governance and the application of core Data Science ethical frameworks to your work
  • presenting clear insights and complex ideas to technical and non-technical audiences
  • applying a range of data science techniques (e.g. machine learning, network analysis, data matching, information retrieval, text analytics) in a real-world setting
  • using at least one programming language to deliver analytical work (e.g. python or R)

All these requirements are important for the job, however candidates are not expected to be expert in all of them. Just give as much evidence as you can for each and make sure you cover ‘how’ you demonstrated the requirements and the impact of your work, as well as ‘what’ you did.

To be eligible, applicants must either be a badged member of one of the Professions outlined in the Qualification section of this advert.

Desirable Criteria

Ideally you will also have the following skills or some experience in:
  • identifying the business value for innovation within a team
  • understanding the benefit of using data science products within the business based on business and user requirements
  • setting software engineering good practice for a wider team
  • leading a team to develop and deliver analytics products
  • demonstrating a strong grasp of quality assurance for analysis


To be eligible, applicants must either be a badged member of one of the following Professions:

Government Statistical Group (GSG); or
Government Operational Research Service (GORS)

or meet the minimum criteria to become a member of one of these professions (as below).

Applicants who do not hold membership of either GSG or GORS professional bodies, will be assessed for professional membership at the interview stage subject to meeting the qualification requirements for each professional body as below:

GSG (minimum criteria):

  • a first or second class honours degree in a numerate discipline, computer science or IT equivalent which demonstrates core statistical skills;
  • a higher degree, e.g. an MSc or PhD, in Data Science, Mathematics, Statistics, Physics (this is not a definitive list);
  • have worked in a statistical or data science field and are able to demonstrate Continuous Professional Development (via a log book) in statistics or data science at the same level as a foundation degree or Higher National Diploma (level five)


GORS (minimum criteria):

  • a numerate degree (minimum 2:1, or a 2:2 with relevant work experience or a postgraduate qualification), at least half of which must be from one or more of these subjects: Operational Research, mathematics, physics, econometrics, engineering or management sciences, but the list of subjects considered is left open.
