Summary

This is an exciting opportunity to join the Modelling Team in Building Digital UK (BDUK). The BDUK analytical community is made up of a dozen analysts, who support the directorate through modelling and analysis to enable the effective investment of over £5 billion public investments into digital infrastructure across the UK.

The team provides the data and analysis that support policy design and decision support for the delivery of future fibre infrastructure programmes, such as the Rural Gigabit Connectivity programme, and the long term Outside-In fibre programme. We are analysing a wealth of data to identify the most effective ways of delivering high speed broadband, as well as evaluating past and present interventions to learn from them.

BDUK analytical work is multi-disciplinary in nature, working with operational researchers, social researchers, statisticians and economists; we select the right analytical approach, to ensure the right evidence is available at the right time. You will develop tools to help decision-makers understand the evidence including using geospatial analysis to produce interactive maps.
Your work will help us understand and shape new and innovative delivery models, and shape the development and delivery of policy on the future of the telecoms industry.

You will deliver & develop BDUK’s analytical capability, which includes:
  • Data science and visualisation (including geo-spatial)
  • Forecasting
  • Evaluating the impact of past & present interventions.

Job description

Support the design of new BDUK products, inform programme decision making and assess impact and effectiveness of existing products by:
Collecting and analysing data from a variety of sources in order to generate insight to inform the development of new BDUK interventions and the effective delivery of in-flight interventions (including using new tools to automate and streamline regular reporting where possible.)

Developing models and communicating results of the analysis to policymakers by working with large datasets of quantitative and qualitative data, including geospatial information.

Carry out qualitative and quantitative desk research and/or support the commissioning and quality assurance of research by 3rd parties.

Ensuring effective communication to key stakeholders including policy/programme and product design.

Undertake bespoke analysis and research to inform strategic programme decisions; or help improve the accuracy of the benefit measurement, monitoring or modelling. Build and support the business cases that justify fibre infrastructure programmes, and provide accountability against existing business cases to Infrastructure Projects Authority, HM Treasury, National Infrastructure Commission and European Commission (where relevant).

Proactively work to develop your skills and experience in BigQuery, Rstudio, Excel and Tableau, including by developing Operational Research capabilities.

Ensure BDUK follows GORS and other professional research best practice in the design, implementation and analysis of research and that information gathering is conducted effectively and is designed to avoid bias and misleading conclusions.

Essential
Awareness of statistical methods, and analytical experience and skills, including providing justification for choice.

Excellent communication skills: Communicating evidence with clarity and impact by making complex findings engaging and easy to understand and in a policy context through a range of modes (e.g. oral and written briefing, submission, slide packs) for a range of audiences (including non-technical).

Ability to work across a range of evidence and data types both through primary data gathering and secondary analysis of data sources.

Ability to deliver quality analysis to tight deadlines, identifying risks and issues and prioritising tasks to inform decision making.
