TBD based on experience with large scale enterprise network performance metrics, network data traffic analysis, data quality assurance and healthcare IT standards experience.

Position Description

The Network Data Analyst must be able to conduct performance metrics analysis of internal and external client electronic health information exchange message traffic across the client networks. It also includes working with client stakeholders and client system managers to engage in daily monitoring activities that will result in data quality improvements. They will make assessment of system dashboards and identify key performance issues to be utilized for system and software improvements as well as for acknowledgement of successes. Individual must be able to:

  • Work to improve interoperability performance metrics that could be measured by services implementing various standards, and to amend those standards to include APIs or service-calls by which the metrics can be retrieved.

  • Establish and author policies and procedures on actions to be taken based on performance metrics alerts generated.

  • Establish a process by which to communicate, and present performance and quality issues with partners and to negotiate solutions to alleviate the problem.

  • Create reports or “scorecards” for each partner and service involved in the location and retrieval of patient clinical data. Create “dashboards” showing overall system performance.

  • Should have strong interfacing, development cycle, customer support, presentation, data analysis, and clinical background skills.

Required Educational Level:

Bachelor’s Degree in Statistical Analysis, Data Management, Information Technologies, Engineering, Computer Science or related field

Degree in: Information Management, Computer Science, clinical or public health, or related field

Years of Experience: 3 - 5 years of enterprise data analysis on large networks, message traffic analysis, statistical analysis. MS Office suite required. MS Excel skills are a must.

Educational Equivalents: Associate’s degree plus 4 years relevant experience may be substituted for a college degree.

Position Duties

The Network Data Analyst will support a major client Data Quality project by accessing client Production Servers and leverage the system monitoring tools provided by the client to monitor, and obtain transactional messaging metrics including WebSphere console monitor, CA Introscope and COGNOS. The analyst must be able to provide useful reports on message traffic, identify bottlenecks in the transmission of data, provide recommendations for their correction and suggest improvements to speed of the message traffic.

Specifically, they shall engage with external partners to help define the type of performance metrics that can help measure interoperability traffic and issues. The analyst shall develop policies and procedures for actions to be taken based on performance metrics alerts generated. The analyst shall refine a “scorecard” for measuring each partner performance and refine a “dashboard” showing overall system performance. The performance metrics are expected to be developed both incrementally and iteratively. The analyst shall deliver updated metrics, policies, and procedures monthly.

Skill sets required for this position

Deep understanding of ORACLE RDBMS both for transactional and data warehouse OLTP/OLAP

  • Working understanding of the SCRUM framework

  • Working knowledge of Linux/ Java/ JavaEE and Java Application Servers

  • Experience leveraging system monitoring tools, (e.g., Java App Server, Linux Top, etc.)

  • Experience in the Agile Software Development Life Cycle for interfacing with OI&T

  • Experience in Stakeholder communications between Business and IT

  • Experience in Requirement specification for Development, and UAT processes

  • Understand Messaging Frameworks, (e.g., SOAP, REST)

  • Understand Secure Messaging transmissions (e.g., HTTPS, SSL)

  • Experience using industry standard DEV / UAT testing tools for messaging, (e.g., SOAPUI)
