MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and HII Nuclear Inc.
Responsibilities:

MSTS is seeking a Data Scientist with strong analytical backgrounds, to work across multiple teams at the Special Technologies Laboratory (STL) in Santa Barbara, CA, supporting the design and development of algorithms for embedded systems for national security related projects. The position is part of an interdisciplinary team that values a diversity of subject backgrounds.


Key Responsibilities


Scientist II Level:

  • Contribute to data science research in support of national security problems, in support of Department of Energy Defense Nuclear Nonproliferation, Department of Defense, and Intelligence Community Partners.
  • Assist in the design, development and implementation of algorithms and software for autonomous, real time data analysis.
  • Execute innovative research projects in data science and signal processing fields.
  • Collaborate with partner labs throughout the DOE infrastructure and academia.
  • Contribute to technical reports and deliverables.

Senior Scientist Level:

  • Devise data science solutions to national security problems, in support of Department of Energy Defense Nuclear Nonproliferation, Department of Defense, and Intelligence Community Partners.
  • Design, develop, and implement algorithms and software for autonomous, real time data analysis.
  • Execute innovative research projects that expand on the state-of-the-art in data science fields.
  • Collaborate with partner labs throughout the DOE infrastructure and academia.
  • Contribute to technical proposals, reports and deliverables.
  • Optimize code for embedded processing by efficiently using memory and power.
Qualifications:

Scientist II Level:

  • Bachelor’s degree in a calculus-based (STEM) field, plus at least 2 years’ relevant experience. Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge. Graduate research experience may be recognized.
  • Master’s degree or PhD in a STEM field with either graduate or undergraduate degree in a calculus-based physical science, engineering or applied mathematics field preferred.
  • Proficiency with common compiled and interpreted scripting languages such C, C++ or Python is required
  • Experience developing statistical concepts to create solutions to physical science problems is required.
  • Proficiency with signal processing, data exploration, and statistical analysis techniques is highly desired.
  • Interest in machine learning methods, including clustering, regression, and classification is preferred.
  • Experience with data visualization tools and user interfaces is preferred.
  • Experience in developing code that is optimized for low memory and powered environments is desired.
  • Ability to manage multiple tasks and priorities is desired.
  • Excellent written and oral communication skills are highly desired.
  • The primary work location will be at the Special Technologies Laboratory (STL) located in Santa Barbara, CA.
  • Flexible work schedule - 8 hr, 10 hr or 9/8 hr work week.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

Senior Scientist Level:

  • Bachelor’s degree in calculus-based technical (STEM) field plus at least 5 years relevant experience. Skill building experience must demonstrate either deeper technical
    specialization or additional cross-disciplinary knowledge. Graduate research experience may be recognized.Bachelor’s degree in applied mathematics, electrical, software or computer Engineering, or a calculus-based physical science plus 5 years of relevant experience.
  • Master’s degree or PhD in a STEM field with either graduate or undergraduate degree in a calculus-based physical science, engineering or applied mathematics field preferred.
  • Proficiency with common compiled and interpreted scripting languages such C, C++ or Python is required
  • Experience developing novel statistical concepts to create solutions to physical science problems is required.
  • Experience communicating results to non-technical stakeholders is highly desired.
  • Experience working with embedded and micro- processors is highly desired.
  • Proficiency with signal processing, data exploration, and statistical analysis techniques is highly desired.
  • Proficiency with machine learning methods, including clustering, regression, and classification is highly desired.
  • Proficiency designing and training neural networks, using one of the commonly used libraries (TensorFlow, Pytorch, etc.) is preferred.
  • Experience with data visualization tools and user interfaces is preferred.
  • Experience effectively managing projects and ensuring milestones and schedules are met and work is performed within scope, cost, and schedule is preferred.
  • Demonstrated ability to manage multiple tasks and changing priorities is desired.
  • Excellent written and oral communication skills are highly desired.
  • Demonstrated skills to establish and maintain strong and effective customer relationships, and to anticipate change and adjust promptly and effectively are highly desired.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Department of Energy Q Clearance
(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.
