Provides expertise in data science and learning analytics for the development and implementation of DAU's (Defense Acquisition University) learning analytics and data strategy to improve the efficacy of learning across the DAU learning ecosystem.


  • For data applications, measures student activity streams throughout the DAU learning ecosystem (to include interactions on the website, within multiple LMSs, LXPs, MS Teams, MS365, video, mobile app or Alexa skills as examples) to create actionable intelligence around what learners know, how they are learning, what content is most effective, learner pathways through the learning ecosystem, which learners are struggling and predicting next best content.
  • For data analysis, applies deep knowledge of learning analytics to include xAPI and LRS implementation, to design and execute evaluation and data analysis focused on Learning and Development (L&D) assets, learning programs and to inform and expand new xAPI capability and enterprise Learning Record Store(s).
  • Informs design decisions around data analytic dashboards and reports for learning asset managers, instructional designers and leaders.
  • Apply statistical and mathematical analyses to identify trends, solve problems, and optimize performance around learning.
  • Interprets analytics and reporting results to create and communicate compelling stories and actionable insights to learning asset managers, instructional designers and leaders.
  • Uses L&D data to inform decisions and strategy development across the enterprise for learning solutions design and deployment.
  • Creates and implements novel learning and development L&D solutions through research, benchmarking and integration of industry best practices.
  • Uncovers and communicates actionable insights from L&D trends to influence the design and deployment of present and future L&D initiatives.
  • Performs other duties as assigned.

    To qualify for this position at a respective band/grade level, you must demonstrate in your resume/application that you possess the required years of specialized experience equivalent to one band/grade-level lower (or equivalent) to include having specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully. You need experience that demonstrates a practical knowledge in processing, cleansing, and verifying the integrity of datasets used for model building and analysis, analyzing and employing large datasets for statistical analysis including developing and automating data processes to create report efficiencies. You must also have a strong commitment to continuous learning, developing and maintaining proficiency in cutting edge advanced analytical techniques, tools and processes.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    • Processing, cleansing, and verifying the integrity of datasets used for model building and analysis.
    • Analyzing and employing large datasets for statistical analysis including developing and automating data processes to create report efficiencies including proposing and recommending data analyses, reports and studies that enable ongoing improvement to Learning & Development (L&D) assets and experience continuous learning.
    • Developing and maintaining proficiency in cutting edge advanced analytical techniques, tools, and processes.
    If applicable, in addition to the above qualifications, the following as been determined to be a Quality Ranking Factor. Applicants who possess QRFs are considered to be Well-Qualified.
    • Quality Ranking Factor (QRF) #1: Experience working with xAPI and learning record stores data.
    • Quality Ranking Factor (QRF) #2: Data programming/modeling software across the data collection, aggregation, analysis, visualization, production, and monitoring of learning data including the ability to apply techniques as appropriate for extremely large data sets with 1,000+ variables (columns).
    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    Basic Requirements:

    • Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus

    DAU Faculty Pay Band Minimum Education and Specialized Experience Requirements:
    • DAU Pay Band A (AD-11) (Equivalent to a GS-09 through GS-13 General Schedule grade equivalency): Minimum Education and Specialized Experience:
      • Basic requirements for Band A include a minimum of a Bachelor level degree and up to four years of experience in the appropriate functional area.
    • DAU Pay Band B (AD-12) (Equivalent to a GS-14 General Schedule grade equivalency): Minimum Education and Specialized Experience:
      • Basic requirements for Band B include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of six years of experience in the appropriate functional area. Advanced degrees are highly desired in Band B.
    • DAU Pay Band C (AD-13) (Equivalent to a GS-15 General Schedule grade equivalency): Minimum Education and Specialized Experience:
      • Basic requirements for Band C include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of eight years of experience in the appropriate functional area. Advanced degrees are highly desired in Band C.
