Senior Health Data Analyst

The Role

To act as PHO subject matter expert for administrative and other health data holdings from a variety of sources including the Institute of Clinical Evaluative Sciences (ICES), Statistics Canada and Public Health Ontario in order to assume responsibility for all aspects of data analysis for research projects involving the ICES UofT node, Toronto Regional Statistics Canada Research Data Centre (RDC) and Public Health Ontario including creating data sets that permit strategic questioning, analysis plans and analyzing the resulting data sets according to accepted norms of analysis, while receiving scientific oversight from PHO's scientists and reporting to the Manager, Analytic Services.

Key Responsibilities-
  • Responsible for the solution of complex problems/research questions involving the analysis and interpretation of administrative and other health data holdings.
  • Acts as PHO subject matter expert on accessing data holdings including those from remote locations (e.g., ICES, Statistics Canada).
  • Maintains required status and standards to access data from remote locations including but not limited to privacy and security of data (e.g., ICES appointed analyst, RDC Reliability Status).
  • Develops and implements strategies to assure optimum use and understanding of data sets available to PHO staff and scientists.
  • Works with ICES appointed scientists, principal investigators and epidemiologists in developing data set creation plans and analysis plans which require access to ICES, Statistics Canada or PHO data holdings.
  • Develops SAS programs to extract and merge data from existing databases according to data set creation plans and following applicable operating standards and guidelines.
  • Prepares tables and reports and carries out statistical analysis using SAS and other statistical packages as appropriate according to specifications of project analysis plans.
  • Completes program and project documentation according to applicable standards and guidelines.
  • Interprets and provides input into reports, manuscripts, presentations and other deliverables including the drafting of relevant materials.
  • Supports ongoing quality improvement activities through developing and documenting a body of knowledge around data sets, application of proven analytical approaches to identify errors or limitations in the data and resolving data issues as they arise.
  • Contributes to the development of a library of standard macros and templates.
  • Contributes to ongoing development of standard operating procedures for data set creation, analysis and reporting.
  • Tracks individual project time on the designated resource management system.
  • Maintains contact with database and analysis experts within the broader public health system to keep up to date in the area of data quality, data management, analysis and related technologies.
  • Performs other related duties as assigned.
Knowledge And Skills-
  • Knowledge of public health research, data and statistical analysis and health analytic methods and techniques to manage and analyse data, including trend analysis, using statistical software such as SAS.
  • Computer proficiency including use of basic UNIX commands and programming skills including SAS, SQL and macro writing to develop programs as necessary to access data.
  • Knowledge of administrative and other data holdings including those at ICES , Statistics Canada and PHO, their policies and procedures including privacy and security of data through the completion of all mandatory training and access requirements from ICES UofT, Toronto Regional Statistics Canada RDC PHO and other entities as required.
  • Knowledge of biostatistical analytic techniques and their appropriate interpretation as applied to public health and health services research.
  • Knowledge of geo-spatial analysis of data would be desirable to contribute to the analytic aspects of geospatial research projects.
  • Experience working with a diverse stakeholder group, building public health, research, academic, institutional, and professional networks, and working at local, provincial/territorial, and/or federal levels.
  • Experience delivering training to public health colleagues or students would be desirable to support optimal development of data set creation plans, analysis plans mentorship activities related to ICES data holdings.
  • Knowledge of, and skills in project management methods and techniques to plan research projects, develop data set creation and analysis plans.
Education And Experience-
  • Masters' degree in biostatistics, epidemiology, health services research or other related discipline.
  • 2-4 years of experience in a health facility or health research environment, with similar involvement in identifying or working with disease data sources; procuring data, preparing reports, and editing with scientific rigour.
Attributes and Competencies-
  • Accountable, as the subject matter expert for ICES, Statistics Canada, PHO and other administrative and health data holdings to provide PHO principal investigators and epidemiologists, with data used for unbiased, evidence-based knowledge and recommendations, profiled in atlases, investigative reports, and peer-reviewed journals, to guide decision-making and inform changes in public health delivery.
  • Determines methods to format, manipulate and transfer data to meet client data needs including conducting analysis and preparing outputs for further analyses and interpretation by PHO scientific and academic staff.
  • Interprets and provides input into reports, manuscripts, presentations and other deliverables including the drafting of relevant materials.
  • Identified quality assurance and data quality issues and contributes to approaches to improve quality assurance including supporting efforts to identify errors or limitation in the data or analysis.

Hours of Work: Full time, 36.25 hours per week

Compensation Group:Association of Management, Administrative and Professional Crown Employees of Ontario

Salary: $71,146.00 to $100,165.00
