The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.



The Digital Solutions Branch is a corporate branch that leads the digital transformation of OSC business: developing data driven business solutions leveraging novel technologies; modernization of business platforms and processes; digitization of business operations and development of user-centric service models; establishing service analytics and supporting reporting needs across branches; and ensuring data accessibility, quality and standardization with fit-for-purpose data governance.



Summary

The Business Data Analyst is a subject matter expert that will focus on applying statistical analysis and technical expertise (ie. creating dashboards with real-time information), assist the lead on data projects and on-going reporting for the branch. The role will focus on extracting relevant data from internal sources as well as external sources such as but not limited to Morningstar and Bloomberg, generating insight and creating reports to inform policy and operational work.

This role will work with the business to gather, understand and document requirements for a variety of complex projects spanning analytics and data management.

The Senior Business Data Analyst will collect, document and analyze data and the associated requirements in order to use the data to modify and enhance business processes. This role will focus on assessing the data for completeness, validity and reliability. The data will be used to make quality improvements to existing reports to ensure that the reports prepared meet the organization’s long-term business strategies.

As regulators, we must evolve our compliance and monitoring approaches given the vast amounts of data. Senior Business Data Analyst will be responsible for sophisticated tools to evaluate compliance more effectively with regulatory requirements business needs. Business Data Analyst will oversee the analysis of key performance indicators to measure and report on branch activities internally and for publication (i.e. quarterly and annual reports).



Key Duties and Responsibilities

Data Project Delivery

  • Gather the critical functional requirements from our business unit partners, validate your understanding, and provide the technical implementation teams with all required material to execute on the prioritized needs
  • Utilize new methods to gain insight and remain current with business opportunities, priorities, and technological changes. Be a creative thinker and to continuously bring new ideas to the forefront and help the branch become a data-driven evidence based, risk focused organization.
  • Act as a point of contact for information related to data analytics including researching issues, determining possible solutions and preparing written reports and presenting results.
  • Administer large and complex data from a variety of sources, working within prescribed time and resource constraints.
  • Prepare written reports by reviewing and analyzing large sets of data, identifying and synthesizing key messages.


Core Processes Support

  • Analyze business data related to our operations and establish a suite of high-quality reports and define key operational performance indicator targets that are timely, accurate, and relevant for the purpose of providing comprehensive information for strategic management decisions.
  • Responsible for strong data-gathering, and analytical capabilities and can proactively identify emerging problems/risks and respond to the problems appropriately, whether the risk relate to investment products or investor protection concerns.
  • Identify and consolidate available data to support branch priorities and support decision making. Identify data deficiencies and make recommendations for improvement.
  • Manage business relationships with other branches (Business Planning and Corporate Performance), Information Technology, HR and Corporate Services - Knowledge Services) to understand the data that is available to us and how best to use the data for the branch’s benefit.
  • Lead, facilitate and document project meetings and presentations to diverse audiences to educate others on the best ways to use data.



Project Management & Operational Improvements

  • Review current business processes via documentation review, interviews, and facilitate end to end process review
  • Determine requirements, preparing business requirement documents and software requirements specification.
  • Use creative methods to present the data in a visually pleasing manner to the management team.
  • Liaise effectively with OSC staff, Senior and Executive Management on opportunities to improve business processes and reporting, and work with them to recommend credible and feasible methods for improvement
  • Work with client and other stakeholders to support the business process reengineering, conduct gap analysis, and document current and future functionality.
  • Continuously strive to automate time and resource intensive processes related to data collection, validation, and conversion to optimize the production and delivery of analysis and information.
  • Participate in projects from inception to production, by leading in defining and recommending system enhancements, application design, reporting/data requirements and conversion activities.
  • As project lead, will be responsible for requirement gathering, preparing business cases and other procurement related functions.


Data Collection and Analysis

  • Act as a key supporting resource in the area of data analysis, statistical analysis using complex information from various sources and present the data into simple and concise reports for multiple projects that involve a range of stakeholders
  • Develop, maintain and create reports for management and the executive to better reflect how the Branch is meeting its mandate (i.e. quarterly executive reports)
  • Interpret complex information related to branch operations, analyze sophisticated data, present and report issues in a visually pleasing manner.
  • Advise the management team on the most efficient ways to use the data that is available to us and be creative in reporting the data and assessing the risks
  • Provide strategic advice to the management team and identify developments or improvements that impact the OSC’s operational and policy work.
  • Consolidate, summarize findings and recommendations for reporting and presentation to other staff, executives and members of the Commission.



Qualifications

  • Undergraduate degree in STEM programs, including Mathematics, Computer Science, Computer Engineering, Business or other related discipline.
  • Minimum 5+ years of relevant data analytical experience
  • Proven experience with Agile methodologies and the delivery and practical application of related tools and techniques.
  • Extensive experience with requirement gathering and documentation
  • Has led creative design projects and has experience in specialized software to create engaging content
  • Strong understanding of workflow type applications
  • Strong analytical skills and statistical analysis with the ability to collect, organize, analyze and disseminate important information with attention to detail, accuracy and confidentiality
  • Clear and concise verbal and written communication skills
  • Ability to interact professionally with management and professionals at various levels
  • Ability to work with minimal direction, prioritize multiple projects, coach and assist others and meet strict deadlines
  • In-depth knowledge of financial concepts and the securities industry, including the Ontario Securities Act and regulations
  • Advanced knowledge and proficiency working with business intelligence, analytics and reporting tools such as Tableau, Python, R, SQL, Cognos and Crystal Reports
  • Experienced user of Data Warehouse and Business Intelligence concepts and design
