Data Analyst / Agency Policy Specialist

This position is responsible for conducting data and fiscal analysis in the Department of Human Services, Office of Inspector General, Licensing Division.

Responsibilities include:

  • Create the tools, insights, and data products which includes reports, surveys, presentations, dashboards and visualizations for DHS and OIG Senior Leadership, Division managers and supervisors, stakeholders, and citizens
  • Collaborate with business areas to define problems, find applicable data, and propose solutions based on data analysis
  • Advise policy and program objectives by identifying needs and trends in licensed programs and assist management in workload and strategic planning
  • Democratize data and insights to deliver self-service tools that enable business partners to make better decisions quicker
  • Develop in-depth business, analytical, and systems knowledge to improve and build analytical solutions, approaches and inform business recommendations
  • Educate business leaders leveraging data story-telling to present the data in a succinct, understandable fashion to diverse audiences
  • Serve as the subject matter and technical expert on the division’s data, databases, data management and research and survey methodology.


Minimum Qualifications

3 years of experience in data, data analytics, measurement and evaluation, or statistical analysis that demonstrates experience with:

  • Structured Query Language (SQL);
  • Another programming language (Python, R, SAS, Java, Scala) in addition to Structured Query Language (SQL);
  • Data collection, data analysis, data manipulation, data visualization, data transformation and interpretation;
  • Data visualization (Tableau, Power BI, Excel), and analytic tools (Alteryx, R, SAS, SPSS, STATA, Python);

A Bachelor’s Degree in Computer Science, Applied Mathematics, Physics, Statistics or area of study related to data sciences and data mining, economics, finance or other analytical fields may substitute for one year of experience. A master’s degree in Computer Science, Applied Mathematics, Physics, Statistics or area of study related to data sciences and data mining, economics, finance or other analytical fields may substitute for two years of experience.

Preferred Qualifications

  • Ability to implement instrument based program monitoring, key indicator systems, differential monitoring, risk assessments, weighting systems, outcome-based measurements, and fraud detection models in a large complex regulatory system;
  • Advanced Alteryx and Tableau knowledge and experience;
  • Teradata Data Warehouse experience;
  • Experience in data modeling, data mining, machine learning, spatial analytics, big data technology or other innovative data solutions.
