The San Francisco Department of Public Health invites applications for the Data Analyst/Health Care Analyst position that will serve as a Data Quality Manager for infectious diseases tests and cases information, initially supporting COVID epidemiology and surveillance. Under general supervision of the COVID Epidemiology and Surveillance Section Lead, the Data Quality Manager will support the SF Department of Public Health’s (DPH) response to the COVID-19 pandemic. The section objectives are to (1) understand the burden of disease among residents in San Francisco, (2) conduct public health surveillance for new infections, (3) characterize the epidemiology of COVID-19, and (4) develop actionable knowledge to support decision-making across the public health response. The Data Quality Manager will work with the Population Health Division, the San Francisco Health Network, and staff from health systems both within the City and County of San Francisco and from other counties.


This position may include weekend hours or shifts to provide for weekend coverage of essential duties. This time would be included as part of the regular work schedule and would be planned in coordination with the supervising COVID Epidemiology and Surveillance Section Lead.

This is a temporary, grant-funded, full time, benefited position. Employment is provided by Heluna Health.

Pay Rate: Starting at $89,773 annually commensurate with experience

ESSENTIAL FUNCTIONS

  • Trains all new staff on standard work protocols.
  • Oversees staff who conducts review and triage of non-electronic laboratory and provider reports of COVID-19 tests and cases in order to prioritize and conduct data-entry activities daily and ensure completeness and timeliness of data-entry of reports
  • Conducts quality assurance on positive lab entries in the local COVID-19 database and reviews staff entries during onboarding and training periods for completeness, timeliness, and data integrity.
  • Follows-up with laboratories or provider offices (when necessary) on inconsistences with other reported data or missing data elements or test results
  • Effectively communicates with key stakeholders within the Epi and Analyses Team regarding irregular test results or reports, or misalignment of reported information with existing information in current surveillance systems and databases
  • Sets agendas and leads Team Huddles as needed.
  • Attends meetings and communicates regularly with Section Lead other Team Leads and members to address any necessary changes or improvements to workflows or data management resulting from changes in the collection or use of the COVID-19 surveillance data.
  • Leads scheduling of staff to ensure appropriate coverage in alignment with daily fluctuations in volume of reports and needs of standard workflow
  • Reviews, maintains, and updates standard operating procedures for the assigned Team workflow as needed
  • Communicates with other local health departments to transfer out of jurisdiction COVID-19 results as needed
  • Provides quality assurance for data entry and information triage to ensure integrity of data on laboratory tests and case/contact investigation; may communicate with other health jurisdictions for lab triage out of county where appropriate.
  • Addresses ad-hoc information requests and development of routine reports as needed to monitor work volume or QA/QI metrics
  • May participate in preparation of data summaries or reports or other written materials.

  • Strong data quality assurance skills; ability to create and implement a data management and data quality assurance protocol; ability to summarize evaluation or quality assurance reports as needed.
  • Ability to create, trouble-shoot, and perform data analyses independently and assist others in doing so for program evaluation and quality improvement.
  • Ability to handle a variety of tasks with a high degree of accuracy.
  • Interest and ability to learn new technologies and to cross-train to support other staff duties.
  • Strong verbal and writing communication skills.
  • Excellent organizational skills and ability to work independently and take initiative; initiate and regularly lead team meetings.
  • Ability to adopt quickly and be flexible to ensure continuous quality improvement of data flow and management
  • Strong skills in translating data findings and data management needs in order to inform decision-making and data use by program leaders and other collaborators
  • Ability to train and supervises other staff in data retrieval and end user access; use and understand data systems and reports.
  • Ability to work with team/committees to develop remedial action plans based on data; document all remedial action planning and monitor all implementation to completion.

  • Sensitivity to and experience working with diverse racial/ethnic communities and work experience and interest in infectious diseases

MINIMUM QUALIFICATIONS

Education

  • Requires a baccalaureate degree from an accredited college or university.

Experience

  • One year of professional level experience performing analytical work requiring data collection, analysis, evaluation, interpretation, reporting and presentation.

Education and/or Experience Substitution

  • Additional qualifying experience as indicated above beyond the required may substitute for the educational requirement on a year for year basis; OR

  • Thirty semester units or forty-five quarter units towards a Master’s degree with the completion of 4 courses in Statistics, Biostatistics, Quality Management, Performance Improvement, Organizational Development, Health/Social Policy and/or related course work may substitute for the experience requirement.
