POSITION OVERVIEW

Senior level - This position will apply systems engineering principles to TechSIGINT development and operational efforts including ELINT Modernization, Foreign Instrumentation, Signals Modernization and other similar programs. The candidate will provide systems engineering support for the implementation and execution of requirements that have been gathered and developed from different stakeholders to support the integration of capabilities and review processes such as policy compliance and governance. Create deployment documentation that conforms to process requirements for multiple DoD agencies. Create documentation for and conduct milestone meetings required for deployments. Determine, document and track operational and technical interfaces and dependencies. Develop and advise on Analysis of Alternatives, and aid in assessing the impacts of systems integration risk assessments and operational requirements.

Upper Level - Provide support and related services in Colorado for the implementation of enterprise data representations for the TechSIGINT mission domain. The successful individual will perform end-to-end systems engineering for data flows from the perspective of data format, implementation, and support. This position requires strong systems engineering expertise from cradle to grave with limited, high-level direction, in the areas of:

• Ensuring that TechSIGINT mission models align with the entire collection of enterprise models.
• Performing high-level requirements analysis to support application of TechSIGINT Data standards. Duties require a broad range of knowledge including information technology, requirements, technical architecture analysis (e.g., understanding data flow diagrams, system architecture diagrams, etc.), and an understanding of functional and system analysis.
• Coordinating across teams that leverage multiple development methodologies (e.g., Waterfall, Agile (Scrum & Kanban), Spiral, etc.) simultaneously.
• Possessing an instinctive aptitude to leverage information and knowledge sharing networks and navigate conflict in a way that fosters constructive outcomes.

DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS)

The selected candidate must have -

• Position requires TS/SCI clearance with CI, CCA Approved
• Specific and targeted experience working with and understanding TechSIGINT to include TSMOD, PROFORMA, ELINT, and FISINT.
• Experience developing new approaches to requirements development within DoD at all levels.
• Experience writing requirements, position and whitepapers, and supporting documentation that include interaction with technical experts and users.

JOB REQUIREMENTS AND QUALIFICATIONS

Education

• Master’s degree or PhD may be substituted for two years of experience.
• Bachelor’s degree or advanced degree in computer science, information systems, engineering or other related discipline plus at least 15 - 20 years of systems engineering experience.
• High school diploma or GED plus 19 - 24 years of systems engineering experience would also be acceptable.

Experience

• Well-grounded in system engineering and architecture.
• Experience in collaborating with peer organizations to overcome barriers to success and create shared solutions.
• Intelligence Community (IC) experience

Specialized Knowledge/Skills Requirements

• Extensive experience with systems engineering processes that support planning, scheduling and managing several simultaneous efforts in a wide range of technologies, but with special emphasis on TSMOD, PROFORMA, ELINT and FISINT.

Individual Capabilities/Experience Desired:

• Excellent analytic, problem definition and problem solving skills.
• Strong writing and communication skills.
