Salary: $35.32 - $47.33 DoE

NATURE OF WORK:
This position identifies, evaluates, assembles, and analyzes data pertaining to Nisqually Tribe programs and services. The incumbent works with Program Managers, Department Directors, Tribal Administrators, the Office of the CEO, and Council staff as needed to consolidate and translate data from a variety of sources into easy-to-understand visuals, interactive dashboards, and reports. This position will have a central role in increasing the visibility and understanding of Nisqually Tribe programs and their outcomes.

DUTIES AND RESPONSIBILITIES:
  • Use data and analysis of outcomes to inform budget and program decisions, including system and/or process changes, program improvements, and new program development.
  • Use state-of-the-art software such as: Tableau, QlikView, R and Python, Excel, RapidMiner, KNIME, Power BI, Apache Spark, etc. and data analytical tools to acquire, evaluate, extract, and process data from a wide range of sources.
  • Determine and apply appropriate quantitative and qualitative statistical and analytic methods and techniques to independently evaluate how to use data from internal and external sources.
  • Distill complex information into clear and concise themes for use in a variety of communication materials.
  • Develop data-driven reports and visualizations such as dashboards for various audiences that help convey a range of outputs and outcomes of County programs.
  • Build internal capacity so that reliable and accurate data can be better used to inform strategy, communications, and investment-level decisions.
  • Present data as requested.
  • Develop and maintain methodologies for pulling and analyzing data and quality control processes.
  • Help all departments become more data-driven through development and use of comprehensible dashboards and data reports. Develop and implement targeted training for employees on available systems and dashboards.
  • Provide leadership in the management, development and reporting of department activities through the department's performance measures, monthly or quarterly information reports, annual summaries and other reporting for the CEO.
  • Review and maintain an awareness of federal, state, and local laws and regulations affecting programs and groups.
  • Maintain regular, predictable, and punctual attendance during regularly scheduled work hours at assigned worksite.
  • Perform the physical requirements of the position, work within the established working conditions of the position.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in data science, computer science, data management, business analytics, statistics, business administration, or a related field, and four years of professional work experience in data collection, analysis, design and display or any equivalent combination of education and experience is required.
  • Must possess a valid Washington State Driver's license, or the ability to obtain the license within 30 days of employment, or otherwise meet the travel requirements of the position.
  • Experience with analytical software tools is required.

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS:
  • Work is performed mostly in an office setting that requires sitting for prolonged periods of time. The employee must be able to travel, operate a personal computer and related equipment, and lift twenty pounds with or without accommodation.
  • The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of the position. The Data Analyst and Evaluator work is performed in an office environment. Incumbents may be required to work at a desk or other workstation for prolonged periods; constant attention to detail is required. Travel to various work sites and/or meeting locations is required. Work is generally completed on a regularly scheduled basis, however, attendance at meetings or completion of overtime work outside of normal scheduled hours may be required. Work is subject to frequent interruptions and normal office noise.
  • Ability to travel to attend meetings away from regular work site is required.
