Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities Performs model development projects on data requirements and architecture. Develops, analyzes, and recommends new methodologies to integrate data from various sources and systems. Analyzes complex data elements and systems, data flows, dependencies, and relationships in order to contribute to conceptual physical and logical data models. Uses programming languages and tools to identify ways to improve data reliability, efficiency, and quality for analysis missions, organizational goals, and future planning. Defines deficiencies and shortfalls, recommends corrective actions to data architecture, and executes approved revisions. Assesses data sources to determine the types of data available and how to import data into systems and models to reduce or eliminate manual reporting or processing requirements. Identifies, creates, and employs the appropriate statistical, algorithmic, mining, forecasting, predictive, and visualization techniques. Identifies major problems and future needs, seeks root causes, and develops practical courses of action and timely solutions. Extracts relevant information from historical datasets. Makes recommendations for improvements to methods and algorithms, based on knowledge of best practices. Evaluates information in relation to its impact on decision-making. Duties described above reflect the full performance GS-12 level. Duties will be performed in a developmental capacity under close supervision at both the GS-7 and GS-9 levels. Degree: Bachelor's degree (or higher degree) in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-07 Specialized Experience: One year of specialized experience which includes assisting in developing data set processes; assisting in building data visualization products; or assisting in developing mathematical and/or statistical models. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: mathematics, statistics, computer science, or data science. OR Superior Academic Achievement. Successful completion (or completion by December 2022) of all the requirements for a bachelor's degree with Superior Academic Achievement.
